The Problem:
Portland has excellent crisis services—emergency shelters, hotlines, immediate assistance. Portland also has long-term supports—permanent housing programs, and ongoing case management. But there's still a gap.
What happens after a woman leaves the shelter but before she's truly stable? After she escapes homelessness but is still navigating housing insecurity? After she's released from incarceration but is rebuilding everything from scratch? After she leaves her abuser but has no support system?
She's in the rebuilding phase. Six months, a year, sometimes two years of trying to create a new life while managing trauma, isolation, and systems that weren't designed for her success.
The Gap:
Most services are structured for crisis (0-3 months) or long-term chronic needs (2+ years). The 6-24 month rebuilding phase is severely underserved.
Some of the things that women in this phase need are:
Community and peer support (not isolation)
Help navigating complex systems (not just referrals)
Skills for independent living (financial literacy, employment readiness, life skills)
Modest financial assistance for immediate needs (the difference between stability and crisis)
Trauma-informed support that understands this journey
A true sense of community
